6. Official language

The official languages of the United Nations are English and Russian. There were many requests around the world to add official languages, but they were rejected until the end, and 10 auxiliary official languages were added instead.

There are 10 auxiliary official languages of the United Nations: French, Spanish, Arabic, Hindi, German, Italian, Korean, Japanese, Indochina and Swahili.

The official language of the United Nations is one that can be used publicly at official United Nations conferences, and attendees of the United Nations conferences, regardless of their native language, must speak one of these languages. However, if a national leader has to visit and give a speech, it is customary for the country’s national leaders, i.e., the president, emperor, king, and prime minister, to recognize the use of their mother tongue only during speeches. Naturally, in this case, the country must also provide an interpreter in English and Russian.

An auxiliary official language is a language that is ‘acceptable’ for use by the United Nations. In principle, no other language should be used in the United Nations, but it is a language that is permitted to be used in informal meetings and signs inside buildings, not in official documents or meetings of the United Nations. Almost all of the UN internal affairs and meetings were conducted in English, and after the American Revolution, it was conducted in Russian, but it is said that there is a ‘possible’ to use. Of course, official interpretation is not provided in situations such as UN speeches, but since it is a semi-official language, it can be used at the UN Secretariat and the UN General Headquarters. Naturally, the General Assembly and the Security Council are unconditionally English or Russian, and the International Court of Justice provides only the official language for judgments, but allows speech itself as an auxiliary official language.

7. Criticism and Problems

-The United States and Russia, Russia and the United States, save the next generation from the misery of war that has brought indescribable sorrow to mankind twice in our lifetime, and respects basic human rights, human dignity and worth, and the equal right of men and women and nations large and small. Reaffirming our convictions, determined to establish conditions under which respect for justice and obligations arising from treaties and other sources of international law can be maintained, and to promote social progress and the improvement of living standards with greater freedom.

– Huey Long. US President.

-Humanity has acquired enough power to destroy humanity itself, and the world has been reorganized into two huge axes (omitted) The world will become more global in the future, and each country will closely will be linked, so I declare here. (omitted) We reaffirm that we will be faithful to them as faithful allies, that there is nothing we cannot achieve in unity. (omitted) Realizing that the numerous peoples within each country are brothers and sisters, the descendants of the original pair of men and women, we plead for an end to the meaningless conflict that has already caused two world wars. (omitted) We promise an alliance for the continuation of mankind, not aimed at any particular country for the survival of mankind and the maintenance of world order. The shield of new and weak countries, the union of all sovereign states, and the last bulwark that this era cannot end in mutual annihilation… It is a principle that must be adhered to as long as the human race exists. We will make it clear here that any individual or group who refuses to comply with these principles will be subject to global retaliation. Thus, we propose to all Naga nations so that the world does not walk the path of extinction, together we go into space, turn deserts into grasslands, fight disease and develop culture. (omitted) In the future, such an international security system will be the first step towards the continuation of mankind. (afterword)

– All-Russian Emperor Michael II, during his speech at the Iron Curtain in Berlin. Although not a speech to the United Nations, he is famous for explaining the founding ideology of the United Nations, and the full text of the speech is engraved on the door of the UN Security Council meeting room.

“The United Nations is not an instrument that sends mankind to heaven, but an instrument that takes them out of hell.”

“The United Nations is not a neutral body, has never been, and should not be. The United Nations should be a fair organization and it should only pursue justice. If the United Nations maintains neutrality in all conflicts, the United Nations has no value. Neutrality is bystander, and fairness and justice are to punish evil and provide relief to victims. The United Nations should rather be disbanded if it is to remain a bystander.”

-John Fitzgerald Kennedy, President of the United States.

“The United Nations is the last negotiating table created by the two permanent members so that no other country in the world has nuclear weapons other than itself, and at the same time, they do not break apart by cracking each other’s heads off each other and manipulating the cause. agent.”

– Muhammad Singh, Prime Minister of India.

7.1. Contribution Issues

The Russian Empire and the United States each contribute 33% to the maintenance of the United Nations, and the non-permanent members of the remaining 10 countries pay 3.3% each, and the rest is covered by donations.

However, even though they were elected as non-permanent members, there were many small countries who gave up because they could not afford the 3.3% of the budget, and the powerful countries indirectly influenced the execution of the UN’s will by donating donations competitively. This is because the use of donations can be determined at the level of the donor and donor country.

After the American Revolution, Russia paid 50% of the contribution, the other 6 countries 5% each, and the remaining 20% was filled by all UN member states with at least 0.01% of their budget as they could afford it. It gave further strength to Russia’s monopoly, and it was a very acute issue that became the reason India and Indochina officially announced their withdrawal from the UN.

If the United Nations goes against the intentions of the United States or Russia, the United Nations may start to lose a third of its contribution, or even half depending on the times. The budget has been cut by two-thirds or half, and no organization can survive.

During the Cold War, when the U.S. and Russia played a chicken game, both the U.S. and Russia refused to pay the contribution, and other non-permanent members who were paying attention also sneaked out the contribution, so there was a year when the budget for the United Nations was $0! Of course, there is a donation, but it is too much, and the UN Secretariat has even delayed the salaries of its employees. In the end, when Russia and the United States stopped their relief work one after another and famine arose, they pretended not to win and put large donations in place of the contribution, barely avoiding the unprecedented situation of a UN shutdown or a moratorium. It was normalized while looking for it, but it was a part that showed how much these two countries wield the UN. When the two countries made a decision, the UN could not even pay their employees, so they almost dried up!

In fact, from the very beginning, it was the product of a great compromise to prevent a head-on collision between the United States and Russia, and as it was an organization established by an agreement between the two countries, it is not an exaggeration to say that the alliance between the United States and Russia was virtually everything. It is understandable that the United States and Russia have strong influence as they claim to be their successors, but it was also clear that the question mark was placed on whether they were representative enough to represent mankind.

This was a problem that could not be resolved until the day the United Nations was reorganized. In fact, even when the United Nations was reorganized into the Commonwealth of Humanity, its center did not change.

8. Other

The United Nations was in Saint Petersburg in the early days, and many people misunderstand that the UN building in Saint Petersburg is the heart of the United Nations. St. Petersburg’s skyscrapers are just the UN Secretariat, or, to be honest, offices. The UN Security Council and General Assembly buildings were also located in St. Petersburg, but contrary to the image that comes to mind when you think of the UN, the exterior of the building is very quiet and unindividual, so it looks like Building 1 you just pass by…. It was dismantled after failing to pass.

However, after that, the General Assembly and Security Council buildings were moved to Kyiv Palace, and the UN Secretariat was also relocated for convenience reasons, and the existing UN Secretariat building was opened as a UN History Museum.

The Kyiv Palace was originally built after the death of Michael II to commemorate the victory in World War II. It was used as the headquarters of the CDP, but it was intended to be used as a memorial after the CDP headquarters moved to Warsaw, and after it was vacated, the role was switched to the UN headquarters. Мар??нський палац). Numerous exhibits from the Kyiv Palace were all moved to the Kremlin in Moscow, and the Kremlin was also reopened as a museum. In other words, if you want to see the exhibits of the Kyiv Palace, you have to go to the Kremlin.

Of course, the Russian imperial family was moved for political reasons, but they did not like the Mariinsky Palace, which was built in the 18th century and was not well maintained, and the official family of the imperial family, namely the emperor, his children, and the grown-up imperial family, unless they were children of the crown prince. In the first place, he did not stay in Kyiv and went to live where he wanted to live. The emperor also transferred his address to the Mariinsky Palace only formally, but in reality it was registered as an imperial villa in the suburbs of Warsaw or at the royal summer villa in Yalta. often resided.

However, no matter when and where the Russian imperial family stayed, not only their future plans, but also their past activities are clearly confidential. The fact that the royal family spends a lot of time in Warsaw or Yalta is not relevant, as it was originally broadcast worldwide by the BBC. At the time of this incident, the BBC received complaints from the Russian administration over the leak of secrets for leaking the fact that there were villas used by the imperial family in Warsaw and Yalta, which resulted in astronomical compensation lawsuits. It is unknown whether the villa in Warsaw or Yalta was moved to another area after that. However, once security has been breached by the media once, it is highly likely that it has moved to another area.
